No -- you still don't understand heat transfer.

When you create a temperature delta in a metal capable of rapid heat conduction, like aluminum, the heat will spread out from the area of higher temperature to the area of lower temperature, until the entire heatsink reaches equillibrium. The purpose of the fan is to disturb that equillibrium by by keeping part of the heatsink (the fins) cooler than the base, so that heat is constantly being pulle heat away from the CPU die.

The heatsink is SUPPOSED to get fairly warm; that means it's working.

Don't believe me? Try soldering a wire to a heatsink. It's the most frustrating experience you will ever have, because the aluminum wicks heat away so quickly that it actually cools the iron. Put a fan on that same heatsink, and you will never get the job done.

The fact that you have heatsinks "riddled with holes" on working machines does not mean that you did the system any favors. The only way you might cause a positive alteration is on a sink with holes drilled beyond the area where the CPU actually interfaces, because then the air can escape out the backside, in which case you have -- wait for it -- effectively increased the sink's surface area.
