As I said in my other post, the time it takes the heatsink to reach thermal equilibrium with the CPU is negligeable compared to the time it would take the surrounding air to reach thermal equilibrium with the CPU. Air is a thermal insulator, while copper and aluminum are thermal conductors. There is a larger buildup of heat in the CPU without a heatsink than with a heatsink.
