First off sounds like your parents are living in an electical hell like me as we get power outages sometimes, but brownouts are the worst. They may need to use a different power plug or add a seperate power line for the computer & may need a power line conditioner or & a backup PS.
Is the computer surged protected @ least ?
Is the PSU a good brand & powerful enuf ?
Are you getting any action out of the fans when the computer is first plugged in & started ?
Any beeps ?

You already got good anwsers on what the problem could be only if you only had a weak part,
but you may have more then one thing wrong now, like PSU & ram or PSU & HD or RAM & HD.
I believe the P4 is power protected somewhat so you may be safe there.
