Ok...but he's already buying a new server, if it's a name brand, with Windows pre-installed, so he'll have to buy that, too. Then potentially a copy of MS SQL server, which isn't particularly cheap. Then there's all the configuration time for the server setup, etc.etc.etc. When you're already buying new hardware, or upgrading your setup, you hardly have to "redo your entire IT infrastructure" to get the new one up and running.
Besides, MS SQL server takes way more processor time when you make a request of it than MySQL does, which means it takes much more hardware to run a 40-connection server.
He asked for advice, I gave my opinion. It may not agree with what you would have told him, but from my experience, and my knowledge of his situation, it would be the most economical (and, if he's got any experience with Linux, the easiest) solution.
If you don't like my advice, offer something different, or your reasons for not liking my advice....don't just call me a hardline Linux zealot.
