personal web server is available for Win 98 and it will allow you to host a website but not an ftp site. The ISP you have your static IP from may block all ports below 1080 so you can't run any of these services.
I am using dynamic DNS on my Small Business Server setup at home and it works great. www.dns2go.com and my ISP doesn't block any ports. I've been running my email/web/ftp server in house for a few months now. IT's really cool and saves on hosting costs!!
You may want to get a 2nd machine to use as a host and put Win2K/NT/XP on it and use IIS 4/5. They are the easiest to use but there are a ton of security issues that you have to deal with (code red et al)
