Web hosting and me... heh

Something occured to me yesterday. I'm sitting here on my very own static IP address, and I have yet to host a website. Half because I have no clue how, and half because my service provider forbids it. But I figure I've been doing my share of Morpheus serving, and if anyone ever enters I'll be doing my share of game serving. Anyhow, How can I host a site? Do I need some kind of funky software. I know my OS isn't the best for this kind of thing (98SE) but it can do it, right? Also, how are people going to find these sites? Will I have to run a DNS of my own as well, in the background perhaps? I have a domain registered so I can start right up as soon as i have a clue how.
