Me and a buddy of mine did some EPROM (but not EEPROM) programming for the PROM inside of the ECM of a 1990 GMC pickup. My friend bought the software (not like a couple of gearheads who barely knew how to use computers at the time were gonna write code), and a chip burner, and it was fairly easy. IIRC, he paid about $300 for the chip burner, but that was about 5 years ago I think, which probably has no relevance in today's computer shopping dollars.
