If you have nothing important on the disk yet you could try to fdisk it all as one partition, and the format the whole thing, and then try the FDISK utility again to set it up. The theory here is that maybe your drive's format is somehow off, and making it all one partition might just send it right. (yeah, I know it sounds dumb, but what do you have to lose, really? Besides, let it be said that winders can be VERY picky.)
