your fan is already running at 12v i have to assume. so, to increase the fan rpm's would mean getting another, higher output fan of the same size.

as you do this, the amps drawn by the fan are going to tax the motherboard three pin connector so my advise would be to get a four pin molex to three pin converter and run the fan directly, since you live in a rather hot zone, the extra fannage will really help in the summertime.

you may even want to consider a complete heatsink replacement with new fan, of course. bigger is better, especially if you live in warm climes.
