Both can do it. Last one I worked on would reboot
soon as you got into windows and clicked on something, (WIN 98), ended up being a bad drive controller on the HDD. Tried to reboot the computer the next day and it rebooted before it got to windows and then this constant clicking and then BIOS lost the drive and that was it. The other 3 that rebooted constantly were ram related. Not necessarly bad ram but a problem with the mainboard because the ram worked fine on other boards. You could change the stick and they would get to windows, then they would start the rebooting and not Post. Change the ram again and they would boot to windows and then start rebooting. Endless cycle. Changed the mainboards end of problem.
