I realize this forum doesn't have much going for it these days, but why not answer the question here and THEN propose an invitation?
The short, generalized answer to his question is that Quake3-based games (and the forthcoming Doom3) have a strong OpenGL implementation and pretty much everything else uses Direct3D. Also his "video card" as such shouldn't be asking him to choose one or the other, although it may have special settings for both render modes. More information is needed regarding the question.
