well, don't know how to say that but every single MSI board I have had lately, with one exception has blown the voltage regulators after 6-9 months. In terms of BIOS, MSI is currently just using somewhat decorated OEM BIOS that, for most part don't work at all.
Overall, they are the absolute No 1. with compatibility and quality problems. Shuttle has never been too good with customer support but they are no worse than MSI whose customer support seems not to exist.
Also, Shuttle and ECS are not the same company. Shuttle, like Abit outsource their production to ECS.
The SIS 645 DX (961) does not support USB 2.0 but the 963 coming up in the SIS 648 does. I would wait another 2-3 weeks and get one of the new SIS 648 boards, my bet is on Shuttle rather than MSI right now. MSI used to be one of my favorites but they are going through some real slump right now.
