is still installed, or was installed, on your system -- specifically, Vet Anti-Virus from Cybec (sold by Cybec to Computer Associates in 1999, and presumably now incorporated into, or displaced by, CA's McAfee Antivirus software).

Log in as Administrator, and check to see if there is an un-installer still running around somewhere on your drive. Run it if there is. If not, then it's time for some registry hacking
