NEC XV17 & XV17+ were notorious for power supply failures. Not much else really goes on them.
Try degauss and also see if your speakers or maybe your uninteruptable power supply, (if you use one), is close to the monitor. Especially the rear of the unit. Move them and see if that helps.
Also reset your video settings and reboot. It is a great monitor as long as it lights up normally.
