Choose Option 2 (Buffer and Buffer Update Options), then Click Option 6 (Keyserver<->Client Connectivity Options), then Click Option 7 (Dialup-Link Detection), then choose the option you want which I believe is Option 1 (Dialup Detection Mode), and don't forget to save the settings and exit.
If that don't do it then, I don't what will. Maybe send your problems to Distributed.Net and don't forget to mention it's an WinXP Problem that you had it running under WinME.
