Remember that cool "Start button" trick that lets my button say "Engage!"?
Did you try it?
I did. Worked great after a few problems.
I just found another. I went to my control panel to change my start menu options. click click . A blank window opens, with two blank tabs on it. confusion.
I clicked the O.K. button. 2nd mistake. Boom smash fizzzzzzzzzz goes my start menu. All I had was one list, one of the small sections it had. 
So, I fool around with it for a while, nothing helps. So I'll try a system restore.
Just try and launch system restore without a start button. Aint easy, at least for an idiot like me! 
Finially, pointing at a folder on my desktop and right clicking (I was desperate at this point) gave me "Open command window here".
Like a DOS prompt. typed "msconfig" 'cause restore had a button there on WinME.
It bitched at me about a bunch of stuff, finially opened msconfig and I fired up System Restore!
It worked, Start menu is back. The options are still missing in control panel --
"When a blank window asks you a question -- YOU CLICK CANCEL!!!!"
