hmm, the only other thing I can think of is that maybe it is defaulting to "optimal" refresh rate and, due to an incorrect detection of your monitor's capabilities, it is choosing the wrong one.

Try booting to Safe Mode again, open "Display Properties" and force it to 640x480, 256 colors, and "Adapter Default" for the refresh rate. Then reboot and see if it comes up or not...

Alternatively, you might try an older set of Detonator drivers, maybe something in Diamond's video BIOS hates something in the newer drivers.
