CDROMs are PnP and are recognized automatically. Only exception is if you have another conflicting ATAPI device in the system like an IDE Zip.

If the drive is recognized by the BIOS and you don't see it in Windows, it is a busmaster driver issue. For Intel chipsets, you get the driver off the Intel site, VIA ... SIS .. etc.
