There is no MAD paradox becuase they may have 1 or 2 that they could set off, but we could turn the entire Middle East to a glow in the dark tanning salon from the comfort of our home turf, and no more them. Of course, China might not be too happy about that.

MAD implies that their nukes destroy our hemisphere, and our nukes destroy theirs. They don't have that kind of firepower. We have enough to destroy the entire planet many times over (not that we would use them all).

I had heard a report from the Russians though that they are missing several of their atomic Briefcase bombs, and the Russian mafia is known to be in possession of some of them (and selling to highest bidder). An associate of OBL's was caught attempting to purchase one in Sudan for the tune of $1.5 mil.
