It would be quite difficult to do any majior damage to the hoover dam. It might be possible to shut down generation, but to destroy the structure would take quite a large amount of explosives placed internally or near the base. Even if someone would detonate a large truck full of explosives on top of the dam the damage to that massive of a reinforced concrete structure would proabably just be superficial. However, precautions have been taken to prevent putting the dam to the test. Anyway, the big boy is the Grand Coulee. If it should go, about 5 more will go with it, as well as getting my living room carpet wet, as I live between Rocky reach and Rock island dam.
Almost any power grid can be taken down for a while using nothing more that long thin strips of aluminum foil (chaff if you will) and an aircraft. Just locate the substaion of the target grid and release some chaff over it. A short will result causing the power to be tripped. The Airforce found this out by accident in a training exercise, oops!.
