thats a useful recommend, I am learning more about this as I go, I have returned my registry to its previous settings with the exception of setting MaxMTU @ 1500. It seems the problem I am trying to solve is specific to Motorola SB4100 USB modems, as others have the same problem. So its not likely to be packet splitting as I understand it.

Presumably some sort of idiosyncratic aspect of the Motorola modem's function.
