Consoles are normally loss-making, subsidized devices, though. Generally the vendor (in this case, Microsoft) takes a substantial hit on the cost-per-unit in anticipation of being able to sell that many more games for the device over the product life-span. And in the XBox it is being incorpoated into a specialized, proprietary design.

Obviously you can't quite do that in a generalized PC market model...so a big, expensive, very-hot-running mass-market chipset isn't practical.
