Check Workgroup, IP address, and subnet mask for proper configuration again in tcp/ip poperties. Check to see that you have file and printer sharing enabled. Check to see that you have link lights on your network card and hub/switch. If not it may be a driver or cable issue.

Sometimes it takes a while for new computers to get updated on the network. If you want to find it right away use Start, Find, Computer and type the name of the computer you are looking for in.
