Plus check your jumper settings...yes again...if you have the wrong clocks or voltage set for the CPU the BIOS can never get started properly, so the only thing you see is the Video ROM. Plus did you say hard drive spins up ok ? Plugs on IDE or SCSI firmly connected ?
