Once you get the heatsink mounted directly to the core, you will see up to a 10*C drop in cores temps, maybe more. This alone could make all the difference with a higher clock.

If nothing else, like a higher clock, at least your precious CPU would be running at a much lower temp, thus saving it from early extinction.

Your temps are a little on the high side.
