Most likely, it is, though.

tRAS of 5 at 100 MHz means that it is specked somewhere between 40 and 50 ns. Since at 133 it is 6 (x 7.5), it has to be less than 45 ns, in other words, the real value is between 40 and 45 ns.....
tRC is the sum of tRAS and tRP so you can do the math yourself
