I'm not negating your point, only that a K6-2/450, while slow, is hardly a throw-away machine. Don't get me wrong, I hate Compaqs, but a system upgrade is not a magic bullet solution.
Given the layout of a typical Compaq, the only major components he would be able to reuse are his hard drive, RAM, and CD-ROM, maybe the modem (Compaq proprietary, drivers may be an issue). He would minimally need
Case & good power supply
CPU
motherboard
floppy
soundcard
In addition to his graphics card upgrade, easily putting the total at something >$300.
I'm not saying it's bad to point out alternatives and limitations to the proposed plan, only that in his case...an adamant "buy a new setup!" may or may not be feasible.
