In gaming, the second PC is going to take the first PC out to the woodshed and whip it good, and the reason is the much-better graphics card. The other reason to favor the second PC is a namebrand PSU. May or may not be the greatest one on the market, but at least you know what you're getting, which is better than playing Russian Roulette with a generic.

Other than that they're both reasonably equal for all other uses.
