In most circumstances you should be able to at least POST the board if you connect ONLY the CPU/HSF, one stick of memory, and a video card (and power supply, of course). All other peripheral cards and memory sticks should be pulled and the disks should be disconnected -- pull the data cables from the motherboard and disconnect them from the power supply. Also disconnect all cables from the back except the monitor and keyboard.

If it still doesn't work and doesn't even give you a beep code, with either an AGP or a PCI video card, you most likely have a bad motherboard (although a bad power supply is possible).
