Anything is possible. I rigged up a few memory modules with heatspreaders and did not watch out for the extra tall surface caps that were shorted by the heatspreader.. The system posted just fine but after about 5 min, the 3.3V rail was cooked.

Typically this happens not if there is a short that draws huge currents because in that case, the overcurrent protection will kick in but if there is a "leak" where constant current is drawn on a single voltage rail just at or above the trip specifications without actually tripping the fuse.
