Not a chance, unless you're looking at empty pads that were never filled due to a late design change in the power supply.

The output from the switching regulator arrives as a series of high-frequency pulses. The capacitors are there to capture that current in a "reservoir" and allow the CPU to have a smooth, uninterrupted supply. If the caps are supposed to be there and have been removed, all sorts of wacky things can happen because the system will be destabilized.
