This does not sound good ;When you got the glue on it,if even a small amount got on your pin contacts;it could effectively block any thing connecting.Does the "burnt" smell appear when you turn it on?[doesn,t sound good-burning=overheating] or is it always there.Is this with the CPU in or out? You should get "beeps " even if you have no CPU or memory plugged in,in fact you should get big long beeps and more Telling you there,s no CPU-etc.Does the CPU work on another board?the board should fire up with just CPU ,memory and no cards inserted or hard drives connected.A keyboard isn,t even necessary to boot.[nor floppy drive or mouse]
In other words;Reduce it to a minimum amount of parts and see if it boots.
Fans will still work on boards that are stuffed as with stuffed CPU,s. I was going over some older boards and CPU,s yesterday,and had exactly that outcome with one board -Fans ran,it started up from the board power switch but it wouldn,t boot up,even with a known working CPU. the CPU origonally in it wouldn,t work in a good board--conclusion dead CPU and stuffed motherboard.
