I am not sure exactly how this is handled in OZ but as far as I believe the copyright still goes back to the Queen Anne act and was further defined by the Helsinki convention in 1977. As far as I know, personal archiving is exempt from any licensing dues.. This is off the top of my head but I believe it even states this on video tapes and DVDs that as long as you own a copy of the material, you can reproduce it for personal use / archiving without penalties or fees.

A different story would be the mentioned DJs, in that case, the copy would be used for redistribution of the material (music) and would incur a licensing fee. In order to make life (and procedures) easier, you may be able to obtain a blanket license so that you don't have to file for each copy separately.

That's kind of what the whole thing reads like to me -- but I could be dead wrong of course.
