I have to assume that you removed the Heat Sink (the block with the fins) that the fan is attached to ?.
If I have it right thats the thermo conductive material, that helps remove heat from hot running IC chips, which also removes the air gaps or bubbles that as air acts like an insultor. This is really not something you should just do, as you must know what you are doing here or you will cause parts to run hoter then they are suppose to & they break. By just putting the heat sink back you can trap air gaps

There are thermo pads which are the lowest or (worst) poor grade thermo conductor you can add, thou they are safer for begginers easier to store, handle, install & its more like clay.
Then there are pastes which go from an ok heat conductor to the very best thermo conductors. If yours was this stuff it bad to just put it back without adding more or & clean then add more. You also have to put it on even so no air gaps get caught & the HS must be twisted slightly back & fourth to remove & even layer even more. The other pitfall of paste is you can not add to much as it gets pushed out you can short out stuff or & trap heat on other things both which are very bad.

Myself I have the best paste I could buy in january that doesnt short stuff out but its not the best thermo conductor paste they make, but those contain metal that can short stuff out. Yes over time new products comes out that makes what you have seem poor.
