If that is a suitable electrical tape, it will work, although UNLESS you buy the high-quality stuff, over time it tends to either dry out or separate (the glue comes away from the PVC backing). Either way, the tape can come loose and you no longer have a safe connection.

Also, if you just twisted the wires together, over time that connection can corrode, become resistive, and heat up.

The best repair material for this kind of job is a soldering iron and shrink-wrap insulation. If this is intended to last longer than a temporary solution, it really should be done correctly.
