One solution for the problem of both noise and heat could be a better case. Don't know what you're using now, but I like In-Win cases for their solid construction (which dampens fan noise) and for the side air duct which allows CPU fan to draw cool air from outside the case.

Here's a pic, they are very inexpensive too.
