Since the first days of TV screens that I remember the measure in inches has been from corner to corner or the diagonal measurement. Thou in the begining the screens were round I was just to young then LoL.
The 16x17 is the outside size of the whole unit not the viewable screen area. My 19" Samsung SyncMaster 930b is only 16.5" x 16.75" & the viewable area is 14.75" x 11.75".
