Windows XP Firewall keeps disabling upon reboot.

This is an elderly womans machine. She states the firewall (all updates are there) keeps informing her that it is not turned on after she boots up. SO, she enables it, of course. Upon reboot, the same message. Providing she isnt hallucinating, any ideas on this? She is on a DSL line, WinXP with Service pack II. Norton installed (2002)

Any other info needed, just ask. I dont have the pc in front of me yet.
