There is no xtra wire (I only seen 3 wires 5, 12, ground for both) for power good. Thou the PSU could have a safety if it has no load it wont start. Thou this is a wild shot in the dark. Ya that first picture looks like it has a burn but from your text I know it not true & the second pic is clear.
