Could be another issue as well, that is most of the power-up is triggered by pushing the power button --- DUH... that is deep, but hear me out..

Essentially what happens is that you trigger the PSU to start delivering power to the motherboard by adding load on the standby current rail. You can do the same by shorting any of the 3.3 or 5V pins on the mainboard to ground, that is PCI slot power pins or anything similar. In theory, all you need is an "almost short" on one of these power pins (which you won't notice) and then a power surge that causes a brief "crossing of the threshold" and that will suffice to start up your system.

Now there are two things you can do to try this...
one: unplug your computer ... no that was not it
two: dust off your computer's innards. If that does not help, then there could be anything else going on like what Bob suggested. Password protection of the wireless LAN will not cut it either, all it does is deny access of the system but that is done on the OS Level whereas the wake-up from power-down is on the system / BIOS level.

Either way, make sure that you have the wake-up after power failure feature (in the BIOS) disabled along with all the Wake-On-LAN and similar stuff.
