What the heck are you talking about. No one is charging anything. Winmx is a free program and if you are paying someone for it, you are getting ripped off.
The government agency that is responsible for music piracy put a cease and desist order against winmx in September and it went offline. Since then, user groups have managed to get it going again. Do a google search if you want more information.
