Check the BIOS and make sure somebody hasn't been monkeying with the settings (e.g. changed latency from 3 to 2.5 or 2).

If your friend lives in an area with a lot of ambient humidity or a high sulfur content in the air, corrosion of the contacts is a distinct possibility. You can try pulling the DIMMs and scrubbing their edge contacts with a pencil eraser, followed by a non-abrasive cleaner (butane, mineral spirits, Everclear, or 70% isopropyl alcohol...whichever you have on hand).

Finally, memory can go bad and show few or no testable signs whatsoever. I had a pair of DIMMs like that once, got the exact behavior you described but they would pass every software memory test you could throw at them.
