Thats odd that you can not raise the CPU core voltage above 1.55 volts. Its like your CMOS setup is setup wrong (normally raising the makes a CPU more stable till you reach overheat point & that should take awhile before it happens) or the MoBo could have a jumper you need to change to enable the higher voltage.
Is your PSU up to the task ?.
So is your BIOS the latest version for that MoBo ?.
& in CMOS is the spread spectrum disable ?.
Another idea was your system using the optimized settings ?. Below with the password is some more info.

On your password change I assume you mean CMOS setup & that can be changed by clearing the CMOS, with computer power off short the other pins. Pull jumper & move to other position for 3 seconds then return jumper back to normal position. But before doing that you may want to take notes on how your CMOS setup is setup. On clearing the CMOS the pass word is gone & your system should be setup to run at a safer normal speed which could allow you to over clock your system farther then you can get it to go now. If you did not set the optimized settings before you should now & see if you can go to 708 again stable.

In the end your CPU is the limit & on the One site said that the ACPI had to be disabled they could be right thou I never heard of if, which really means nothing as back then as I never used it & I never went back to intel after my 300A.
BTW MoBo makers did like to hide things from us so that board maybe able to do more
