Your PCI/AGP ratio are about as far out of whack at 83MHz than they could possibly be, but if the system is stable, then your peripherals and motherboard aren't the problem. At 100MHz, the dividers change and everything goes back to normal.

Which means that it's probably your CPU refusing to tow the extra clock cycles. If you can figure out a way to get the voltage bumped, then your chance improve.
