Go to the Display Properties and then click the "Desktop" tag. There should be a button labeled "Customize Desktop." Click it.

This should generate another dialog labeled "Desktop items." Try playing with the section that allows you to customize the core desktop icons -- perhaps one of them will restore that which is lost.

Another possibility is that you do NOT have "autoarrange" selected for your desktop icons, and the recycle bin is currently somewhere off-screen. Ideally that shouldn't happen, but sometimes when a fullscreen program changes the resolution, things get shuffled around accidentally.

The Recycle Bin desktop icon is controlled via the registry, so a much less likely (but more insidious) possibility is that your registry has been corrupted by power glitches, a failing disk, bad system RAM, or virus activity.
