... it is only 28 bits that are used for addressing in FAT 32 and 12 bit in FAT 16, the remaining 4 bits are overhead. This will still give you 268435456 addresses of individual sectors where each sector is 512 bytes and the result is 137 MB

You can increase the overall storage capacity of FAT 32 by increasing the sector size but that would need to be implemented on the HDD either in form of the firmware or else in form or physical sector implementation (platter layout). The result would be the same, since most of the storage area would go unused.
