From what I can find, MSGSRV32 is the virtual device driver loader/unloader for Win98/Me. A startup error of this sort probably means that Windows is having trouble with a driver somewhere (corruption or improper installation).

Updated anything recently, or did you recently have a nasty BSOD while doing something sound-, video-, or disk-intensive?
