IIRC, this happens in such a situation because the files are still marked with the permissions of the old Windows installation, and the new installation doesn't see itself as having necessary permissions to the files. IIRC, you have to bring up the "properties" for any folders containing blocked files, go to the "Security" tab, and then clicked the "Advanced" button.

A new dialog will appear. Next, click the "Owner" tab and change the ownership to your login name and make sure the "Inheritable permissions from parent to child objects" box is appropriately checkmarked. Then click "Apply."

This is on Windows 2000, I don't have an XP machine handy -- but IIRC that is roughly the procedure you need to follow, so experiment as necessary.
