Could be a regulator chip on the board has gone askew.The input side of the chip is usually a bit higher in volts ,so if there is a sudden or strong
voltage draw,it has reserve.If its askew ,it maybe putting maybe 15- 18 volts through the fan.Maybe even more.Along with a batch of dud capacitors a while back.some motherboards were killing regulator chips as well.What sort of motherboard?
