...and that's usually only critical at the system power-on, when the motor has to start up, and you have all hard disks drawing their maximum current more or less simultaneously.

Was the other name you were remembering "SeaSonic" or "OCZ"? Nice PSUs also, but will probably explode your budget. I can recommend the Antec TruePower 2.0 380W, myself. For reference, here is what I've got running from that supply:

AMD AthlonXP 2800+ (Barton core)
Asus A7N8X (vanilla)
2x512MB Samsung DDR
Asus A9800XT 256MB (w/VIVO)
Creative Audigy2 ZS
AverMedia TV tuner
USR 56k Modem
Maxtor 160GB
WD 80GB
Asus 16X DVD-RW
Generic 8X CD-ROM
...and several cooling fans

Furthermore, all that WAS running fine from a cheap CompUSA-branded 300W; I upgraded to the Antec supply mostly for the sake of reliability insurance. IMO you should keep your primary focus on buying high-quality, and don't go for broke on power rating (which, depending on how they are calculated, can be somewhat deceptive).
